Will School Rumble Third Semester ever be on Netflix?

I just got on this website online and they said there was a School Rumble Third Semester(and this website never lies) So then I tried looking it up on Netflix but they didnt have it. So if there is anyone out there who knows if School Rumble Third Semester will ever be one on Netflix. But if its not gonna be there please tell me where I can find it online in English dubbed.
