Did African Americans get any government welfare fromt the government in 1865?
When the Black Codes were passed in 1865 in the south, did it say anything about African Americans receiving any kind of government aid/welfare like food stamps or something? Also, why did they get arrested for vagrancy living on the streets? Thanks so much!
